Pen feature - limited on-screen annotation

Hello, I was testing the on-screen annotation feature and noticed that it is disabled when we use another element, for example, when the Zoom interactivity is applied. I think the feature could be used when that happens. See the attached image; when the pen is activated, it doesn't allow you to click to enlarge the image, and if you enlarge it beforehand, the pen button disappears.
